Open ended idea: Support schools in making all elements of the arts mandatory and aiding with supporting this in the timetable. Have it mandatory for all children up to age 7 then students ages 8-18 can select an element of the arts as an elective. This means the teaching can be more technical, the students will be more engaged and the teachers can spend sufficient time honing their skills.
