Get hold of accessible art for students to teach them how to become collectors maybe if not artists, collaboration between schools in art forums, showcase theater and drama shows at school so kids can have access to it and see what it means, it can be relatable to books they are reading in class etc... having a Drama teacher at school + a musical instrument teacher, is very essential, no matter how small is the school. Also some students do all this as extra curriculum activities, so encourage them to come and showcase their talents at school, is the very least.
